yeah, I heard that too… Also I would recommend using a hardcore exfoliant to desensitise yourself. If you have sandpaper or something it might be a good idea to give it a try… A couple of my friends said that plucking also helped for PE but I’m not sure if they were just looking for an excuse yaknowwhatamsayin

washing has nothing to do with preventing premature ejaculation or helping penetration. there is nothing you can do to help either except lube for penetration. however, it is always good to keep clean down there for both genders. no one likes something dirty to fool around with. good luck.
