Has anybody actually defeated premature ejaculation by exercising the PC muscle? If so, how do you exercise? Sets of what and how many? I heard it could be harmful as well, is this a myth?

I have not heard of kegels being harmful unless being performed improperly. Trying to perform them while urinating may cause voiding issues, which is why those who advocate this exercise encourage doing so at times other than urinating. Often, instructions for kegels involve *locating* the pc muscle by urinating, then stopping mid stream, then resuming. This is simply to have a reference point of how to consciously flex the muscle; it is NOT the method in which repetitions are performed.
Strong pelvic floor muscles help to control the contractions that can bring on ejaculation. Wikipedia explains how to do kegels & gives a sample routine. As you progress, you may try contracting for 1 second intervals consecutively for 2 min., 2 sec. intervals consec. for 2 min., 4 sec. for 2 min., & then repeat the cycle. A 12 minute program for 4-5 days per week can enhance ejaculatory control. You will feel the result (slight soreness, better familiarity with the muscle) within the week if you are doing it right. Additionally, you will see harder erections in about 3-4 weeks.

PC exercises do work to help delay ejaculation. You do them by holding the muscle you feel when you pee. It’s at the base of your penis and it’s connected to your spincther(butthole) muscle. Just contract and hold it for as long as you can. for 20-30 reps each day
Alternately you can put your fingers at the base of your penis and hold it together while your actually holding the muscle from within your penis base PC muscle
After a while premature ejaculation will no longer be an issue for you

Kegals are not practically solution for Premature Ejaculation. In PE the core problem lies because of hypersensitivity of nervous reflexes.
With kegals you can make your pelvic muscles strong but can not alter your hyper nervous discharges.
The solution lies where you can control your reflexes. Its a difficult task.
In practice we use 2 fold approach for achieving this
First basic is teaching and practicing Screw technique to PE patient
if found condition to be severe then we prescribe
Few herbal medicines
